Project description

This approximately $40 million project will convert the interchange at I‑37 and SE Military Dr. near Brooks from conventional intersections to a "Diverging Diamond Interchange" (DDI). The DDI will shift traffic in both directions on Military to the opposite side of the roadway just before crossing I‑37. Traffic will then travel under I‑37 to the left of opposing traffic. This will allow traffic turning left onto I‑37 to then make a free left turn onto the entrance ramp. Through traffic on Military will then cross back over to the right side of the roadway. The two crossover locations will be controlled by a traffic signal. (See the diagrams below for a depiction of these changes.)

There are currently no DDIs in San Antonio, but one is under construction at Loop 1604 and Blanco Rd., and another is proposed at Jones-Maltsberger Rd. and US 281 near The Quarry. Elsewhere in Texas, there are currently DDIs in El Paso, The Colony (north of Dallas), Round Rock, College Station, Austin, and Georgetown. The design has been used successfully in more than 100 other locations around the US as well.

This project will also extend the southbound entrance ramp to I‑37 to become a short access road to provide access to a future extension of City Base Landing east of Goliad Rd. A flyover from the southbound I-37 Military Dr. exit will pass over Military and connect to the new access road. This will allow traffic headed to Brooks from I‑37 to bypass SE Military Dr. entirely and enter Brooks via the City Base Landing extension.

Finally, this project will add a third lane (auxiliary lane) to I‑37 from the southbound entrance ramp from Military/City Base Landing to the Loop 410 exit and expand the southbound I‑37 exit to Military to two lanes.

How this project will help

The DDI will help reduce current and expected future congestion at this intersection. Current and projected traffic volumes are sufficient to cause periodic congested conditions on Military in the vicinity of the I‑37 and Goliad intersections. However, the traffic volumes are not sufficient to justify flyovers now or in the forseeable future. Thus, this intersection is considered to be in the "sweet spot" for this intersection design. Modeling shows a dramatic improvement in this intersection's operation with a DDI over conventional improvements; the following table summarizes those findings.

Additionally, adding the new access road and flyover will allow traffic from I‑37 to completely bypass Military Dr. to reach Brooks via the planned extension of City Base Landing. This will also provide an alternative route for traffic on eastbound Military to reach Brooks and should substantially reduce congestion on westbound Military at the Goliad Rd. and City Base Landing intersections.

The additional lane on southbound I‑37 will help to ease afternoon congestion caused by traffic merging from the entrance ramp from Military.

How a DDI improves traffic flow
A DDI is a relatively low-cost improvement that increases the throughput of an intersection by eliminating the conflicts caused by left turns. This is accomplished by shifting all traffic to the left side of the road through the interchange. Doing so then allows two movements that would normally be conflicting to go at the same time. For example, traffic turning left from the southbound exit ramp can move at the same time as westbound traffic on Military. This overlapping eliminates one of the two signal phases required for them in a conventional intersection, making the signals much more efficient by allowing more traffic to move through the intersection in the same amount of time.

DDIs also improve safety by reducing the number of potential crash points from 26 to 14 with the worst type (side-angle collisions) reduced from 10 to just two. Additionally, a DDI physically prevents drivers from turning the wrong way onto the access roads, thus helping to prevent head-on collisions.
